The characters themselves are the same, I think Arbiter has the cloak naturally but it has a cooldown. I could be wrong on that, plus I think his cloak isn't as good as the one from the power up.
The weapons are kind of a big deal. In some chapters he starts with an energy sword and the Carbine. Most times he starts with Plasma Rifle and Carbine and honestly on Legendary those weapons are worthless. It takes a whole Carbine clip to kill a shielder and an entire Plasma Rifle load to kill a grunt.
Your best bet is to TAKE YOUR TIME. Don't ever try to run through a level because monsters WILL chase you and kill you and on Legendary, even Grunts kick ass.
Try to strategy your way through it. Use flanks, plan grenades, make sure you have a solid retreat path set up so you can spawn your fallen friend if he dies and vice versa. Don't be quick to jump in a vehicle, they can blow up lol.
The best bet is to pick an enemy, shoot until he dies. If you spread out, you'll just end up having to fight the same amount of enemies for a long time. Take out Brutes and Grunts first, and only skip them if there's a sniper or Carbine shooter. 2-3 Carbine shots on Legendary puts you on your back. Use the power ups as much as you can, deployable guard, bubble shield, regenerator. Make sure you know the trip mine icon too so you don't accidently use it on yourself. It's the one that looks like a pyramid shaped thing. Like a mine with a laser pointing up.
