I second PSP Video 9.

I use DVD Decrypter to rip my DVD's and then use PSPvideo9 (or Videora for iPod) to convert it to PSP (or iPod) format

I've heard good things about Handbrake for DVD ripping and converting. (It's primarily for Macs, but a Windows version is also available). I haven't personally tried it myself, though.

I'm also using PSP Video 9, since the newest beta version encodes at the native 480x272 resolution.

I use DVD Shrink/DVD Decrypter to get the .VOBs on my computer. After that you can use PSP Video 9 to get them playable on the PSP.

Personally I use the PMP video player because it has better video quality and it supports subtitles. You need custom firmware to boot it though so it's probably more trouble than it's worth for the average PSP user. PSP video 9 should work fine.

^^You can also Rip the DVD with the Subtitles included and then convert the video and voila, you have subtitles on the movie.
