I think I may have the answer as to WHY there was tape on the disc. If the person who traded in the game had an older PS2, they may have been following some really stupid advice I've seen posted online repeatedly.
Basically, people who get DRE's on discs that look mint are often times told to put scotch tape on it all around the center hole(in a square pattern usually) and that that will 'balance' the disc in the PS2 much better and cause it to run on a DRE prone PS2.
What many don't realize though, is that simply opening and cleaning the damned PS2(not using an air dusting can, which would just blow the dust around inside the confined spaces of the dvd drive on the PS2)and it's lens will negate ANY DRE's people have had with their systems.
Although, in some cases the laser is so far gone that it requires replacement, which still costs a third of the price of a new system, which is what many people will just buy rather than searching the web to find out how to replace their own parts and not get soaked for $75 from Sony to ship it in for repairs.
Hope this explains the scotch tape thing, as I've seen it on even used rental copies from Blockbuster. I guess the last person to rent it put some tape or even the seal strip from another game on the top of the disc.
