As far as I know he's never asked if he could. How about next time instead of looking to create controversy where none exists, just try something like "hey, can Kaster pick up an injury replacement HB?" To which I would have answered: "Sure, as long as he only plans to use him in emergencies."
I think by now people should realize that this league can be much more productive when not everything is framed as a complaint.

MA, as usual, nails it pretty much exactly. The idea of an injury replacement is solely for depth (mostly in case of future in-game injuries to the other guy at that position), which is why we have the OVR requirement in place. But we've seen a bunch of cases where someone finds some hidden gem with a low OVR and then is using them as a starter, which is not what the injury replacement rule is for. Ostensibly, these guys should not be seeing the field at all. It's tricky to police that, which is why we're so stringent on allowing people to do it.
