It doesn't make much business sense to run around and deal with the hassle and expense of multiple vendors/special production runs that have vastly different lead times (art book, steel case, disk printing, patch, boxes) and non-standard assembly to cater to a shrinking consumer audience. The margins on this aren't that fat...I would guess EA maybe makes $8-12 more on the CE. If this was something like just re printing a special cover to fit in a standard case and some code cards, that would be an easy turn around but this CE has alot more parts and as a result has many more fixed costs to redo. It isn't likely that many people aren't going to buy ME3 at all if if they can't get a CE, so EA gets paid either way...going through a ton of effort just to make a little bit more sometimes isn't worth the extra effort, esp in non-relationship based business.
