Awesome - I hope you guys ruin this scamming thief. I hate to see my fellow CAG'ers get ripped off. I wish he was in LA, I would pay him a visit for you all and slap some reality into his head.
When you guys call the police, tell them that he was selling 'brand new' iPods below MSRP, and that some people actually received them, so he may be in receipt of stolen property and part of a theft ring.
Also, remember that he has broken federal law as well - interstate fraud, mail/wire fraud...you can report him to various agencies and entities responsible for policing such crime, such as the postal police, FBI, etc.
And if that is his mom, I would definitely inform her what her wonderful son is up to, as well as inform her that aiding and abetting makes her an accessory to theft and fraud.
