As much as I'd like to use characters that I loved as a kid such as the Smurfs or Cobra Commander, I think you need to use characters that were popular in the last 3-5 years (unless the kid's parents have been feeding him a steady diet of 80s cartoons for the last 3 years). Probably Sonic or Squirtle would be best for a 3 yr old or the Cookie Monster.
