I believe so. I did buy it new, and the game is not installed in my computer and it is not showing up on my steam account. I don't think I ever went online and registered it; anyone know if there is a way to double check?

I apologize. I just realized that the game was tagged in my old valve account under another name. Does that completely prevent someone else from playing it? If so I will remove the game from the lowball.

I don't know. I am still new to Steam.

From my quick Google search, it may be a problem. Does it actually require Steam? You may be alright if the user doesn't need to activate through Steam, but you may want to notify whoever has already bid.
