Knowing Microsoft, they probably don't let you transfer downloaded stuff with a memory card...but, also knowing Microsoft, there is probably a way around it!
Its tied to you live account. You cant just move the files. Its also signed to your system. This is the same reason why you cant move files across even if they are free like the splinter cell levels.

1) keeping people interested in the game
2) if they give it away for free pgr2, people might be more inclined to buy a "pgr3" if they offer free d/l's
3) people might also be more inclined to sign up for their xbox live service if they can d/l free content
1 They don't care whos interested if they already got the game. They already payed for live and the game no additional money can be obtained here.
2 The people got 1 free car so there you go. Plus if they like the game they will get the sequal. If they didn't like the game why would they care whether or not it had download content.
3 Not likely the people that know the content exists probably have live or can't get live(no broadband) This isn't going to be on the cover of a magazine or on some ad at bestbuy so these could only be effects caused by word of mouth.
In all of these examples none is a source of substantial bread now or in the future. Obviously your still used to the free lunch deals of the pc world with Epic Games being the biggest of the spoilers but pay content is the future and you can take it or leave it.
actually, i don't play mmorpgs, or any other online games. i was just stating those examples b/c of what you originally wrote ("what the heck is your insentive you already got the money"). you've obviously made up your mind about this pay content stuff, but i was trying to give some valid reasons why they shouldn't do this. as stated before, i can see both sides of the argument so there's no point in arguing or insinuating anything about me.
oh yea, and in response to your comments:
1) if you're sick and bored of a game, new maps, cars etc might entice you to play it again. your reply to me about this first reason is moot. all i meant is it could rekindle somebody's interest in the game if they could d/l more content, and it's a "plus" if it was free.
2) maybe i should state what i said more simply... if consumers knew that they could d/l more content in the future for free, that may be one of the stronger selling points for them when they're purchasing the game. simply put, what would you rather have? something for free or paying for it? i'm just talking as a consumer here.
btw, i don't have pgr2... i just used it as an example. 1 car? big whoop!
if i played the game and thought it was worth buying, then i might be more inclined to buy it right now if they promised me that i could d/l the 7 cars and 1 city (many tracks) for free... rather than waiting for it to become a ph or on clearance.
3) it might not be on a cover of a magazine, but it most certainly could be in the contents of the magazine. it could also be on the cover of future games as part of an advertisement... and if d/l's are readily available for ALL xbox live games, then most video game enthusiasts would know sooner or later.
again, i can see both sides of the argument (if you can call it that). therefore, i'm not gonna be calling people idiots for thinking one way or another. you should just respect peoples opinions instead of saying, "it's my way or the highway" and having a bad attitude.
imo, i think it's reasonable to charge for d/l content as long as the prices aren't outrageous.
