Scrounged this off the tubes, and it appears to be legit. You make an account on their webpage giving a name and address, then slap your account's handle into the slot and it says you're signed up.
I'm kinda dubious, but I googled a bit to see if it kicked up any "Startsampling" horror stories and didn't see anything so I bit. Hopefully they'll send these out.
 
Thanks for the info. I've been looking for a way to replace my last freebie subscription to Games For Windows. It's a decent magazine.
