From personal experience, if somebody sells you something from Paypal that is digital and can not be traced through federal mail, you can dispute the money you sent to him and they will place a hold on it until both of you respond. To the flaw of Paypal, even if he does give you the code, you could feasibly retract your gift saying you never got the item (because he won't be able to prove he sent it to you).
To sum it up, gift or not, call 1-402-935-2050 and explain the "gift" was to purchase an item from an individual not utilizing eBay and that the item was not delivered. They will put a claim on the money until you both respond with what happened. If he delivers the game you have the option to tell Paypal that so he can receive his money. That's your purgative.
