Blizzard does not have any recent examples of them giving out free DLC - WoW doesn't cont since the subs pay for the "free" content. As I recall, Blizzard is going to be charging people for "premium player created maps" in Starcraft 2 anyways.
Bethesda has not given anything away for free on Fallout 3, their most recent game. All 5 DLC's were made to be purchased either via retail disk or GFWL. Hell, Bethesda was even charging for content since Oblivion on the PC.
Most of your examples were sub 2009, when free DLC was the norm, but look around at how many of the big names charge for content now. Firaxis hasn't made a game in awhile, who is to say their next game they won't go the Creative Assembly route?
When has Bioware EVER given out free content? Bring Down the Sky for PC players? We still had to buy the second DLC. Still have to buy Warden's Keep (if you don't have the deluxe versions), and you still have to buy Return to Ostagaar. You will definitely have to buy all the Mass Effect 2 content, same as the console versions. And yes, I know they give away some content if you buy it, but it's the same deal the console players do and it's just to entice new sales, it's not out of the kindness of their heart.
Maxis very rarely gives away items for Sims 3, but it's hardly worth a mention as this is the same company that wants us to buy content on the Sims 3 store, expansion packs, AND stuff packs. And this is coming from someone who has played a ton of Sims 3, and owns a good deal of content for it.
Yes, sub 2009, lots of content was free, but the PC is very quickly shifting over to a paid DLC scheme similar to the consoles. Like I said earlier, many indie and smaller devs give out free content, but many of the bigger names have stopped. (Which is one of the many reasons I support indie devs as much as I can)
I can guarantee that 3 of the biggest names in PC gaming in the first quarter will all use paid DLC. Mass Effect 2, Bioshock 2 (I believe they said DLC is coming), and Napoleon Total War will all have paid DLC and not much in the way of free, except for the bonus everyone gets for new copies of ME 2.
Hell, it's almost a given Supreme Commander 2 will get paid DLC since it's integrated into Steamworks. The only reason Demigod has free DLC is because they had problems getting a paid DLC interface to work through Impulse, as Oculus was supposed to be a test run for paid content. Brad Wardell himself has mentioned they are working on getting a DLC system active on Impulse for things of this nature. So charging for DLC is something that Chris Taylor and GPG want, but couldn't do with Impulse.
I am a huge PC gamer, but the writing is on the wall, paid DLC is (sadly) the future for PC's.
