The points you purchase (i.e. a 'card' from a retail location) will never expire.
The 'promotional' points
COULD expire, generally and technically speaking. This happened to a bunch of people with points from a U.K. GTA IV promotion... Google for more info on that fiasco.
However, I have yet to see any points 'expire' from my own account. I know that I still have points from the Dream Car promotion in one of my secondary accounts (those that were one-per-xbl-account) and they were supposed to expire a long, long, time ago...
I suspect that this is a MS/Live strategy to get people to use their points up quick, so that they have to go buy more points when new DLC becomes available. Gets people to buy crap they may be on the fence about, instead of banking it until something they really want comes along... The fact that there is
technically a possibility that the points
could actually expire is probably enough to push some of the fence-sitters into buying some XBLA, etc...
I also suspect that the promotions people would have to know exactly when the promotion will take place, etc, and once they ordered time-locked codes from MS, there would be no way to delay or postpone the project/promotion... So, from the organizer's standpoint, it is in their best interest to order non-time-locked codes just in case they run into delays.
So, it could go either way... If you plan no sitting on the points, then I would suggest that you stop by the
Microsoft Billing and Account Management page every couple weeks, just in case...
