You only need their Brawl FC...you don't need their Wii console FC.
If it still says "Awaiting Registration" it means you are not currently connected with them. If it says anything else, they are on your list for good (could be blank/offline/online status, etc.).
And the dot is the quality of the game you played with that person; laggy matches get a worse color (the colors are in the manual).
