Sporadic inspired me to list who I think are the underused guys on each show:
Raw:
D'Lo Brown - probably not a title holder in my eyes, but someone to trot out as a mid-card jobber from time to time. He doesn't have to be on every week, but not using him at all on TV is foolish.
Jamie Knoble - same.
Ted DiBiase - where the bloody hell *is* he?
Smackdown - not really fair since I haven't seen it in nearly half a year
Scotty Goldman and Ryan Braddock: both were introduced in unfortunate circumstances, given little to no time to develop any character or get over at all. We all know that Goldman can easily get over with the crowd. What is WWE afraid of? Braddock is very young, so no need to push him to the moon yet. But he's a capable big guy who reminds me of a young, raw Bradshaw in terms of style. Again, what is WWE afraid of?
ECW - same as smackdown:
Gavin Spears - good wrestler, hard to tell if he can get over as a persona in WWE despite his OVW work. But your chance of getting over is effectively 0 if you're not on TV at all. Did he ever get a second match on TV?
Paul Birchall - he did the pirate thing, FFS. Give him a chance. The curb job is a great and convincing finisher. Not something you want the kids at home mimicking, though.
Ricky Ortiz - not on tv enough to help rally the crowd the way they propose his character should. You don't maintain faith in someone you're dating when they fail to show up for scheduled dates 33% of the time. That's Ricky Ortiz problem. The WWE doesn't promote him on the show as much as they should, and that's going to do nothing but weaken the crowd's interest in him: they expect that there's a good chance he might not show up.
There may be some others. I think Mike Kruel should be brought up to the main roster. But he's around my height - 5'10" (I think he's actually a good clip shorter than that). So he'll get dropped before he can job on TV. Shame, really: he has a good look, a unique build compared to current WWE guys (built like Tully Blanchard/Dean Malenko), and can work the mic quite well. But, alas, he's never gonna get a shot.
