This is mainly a problem with the wrestlers themselves. Most of them really suck on the mic.
Which is where managers come in. The WWE needs to bring back some people who can actually work the mic to help out these new guys.
And not generic people either, these managers need gimmicks or hell bring up some of the legends. Why not make Flair the mouthpiece for London/Kendrick and give Dusty Rhodes to Cade/Murdoch?

They need to turn ECW into the offical B-show. Dump the current tag along with Smackdown format and rename OVW, ECW. Go live weekly from the local house shows and dumb down the production.
Move all of the ECW guys there to help train the new guys and bring back the old hardcore style, that means anything goes (although every match wouldn't be an hardcore match, no real rules).
Move all of the tag teams to Raw, give all of the cruiserweights to Smackdown.
Actually push the cruiserweights and make the tag division into something.
Actually enforce brand separation. No more of this stupid moving around brands thing.
Add new GMs. Replace Teddy Long with Stephanie, get Eric Bishoff back for Raw and put Shane in charge of ECW.
Stop pushing all heels as cowardly shitheads. There is more dimension to a bad guy then that. Don't be afraid to let them beat somebody clean.
Stop pushing all faces as invincible superheroes. What is the point of feeding the entire tag division to DX or feeding every guy over 6'4" to Cena?
Drop the number of PPVs, keep the big 4 then add 4 brand exclusive PPVs for each brand.
Make the draft a big spectual, include everybody (besides the ECW originals, tag teams and cruiserweights) with the main event of the two brands calling up a new guy from ECW as the main draw.
Basically, they need to get their heads out of their asses and rework just about everything because this shit they're doing now isn't working.
