That could be any sports title from EA. That is the cart EA created when they reverse engineered Sega's cart and then strong armed Sega into charging EA lower licensing fees as well as allowing EA to use their own carts.

My EA senses are tingling, so I'll go with StarFlight.

There was one other EA RPG-ish game I figured that it might be, but I would rather hope that its Starflight.

EDIT: Well, might as well go with my second guess, Naughty Dog's obscure Genesis RPG title: Rings of Power

Has anyone else ever played this game with the difficulty settings all the way up? It's probably the hardest game I've ever played. On the first level your ship is still slow and the bullets are coming at you ridiculously fast. It's a fun 2 player simultaneous shmup on lower settings though.

Pretty close, Road Rash was on the Saturn and PS1 but Road Rash 3-D was only on the Playstation.
