Are you serious? I've spent the last few decades thinking that. If that's not true, why did you hear it all the time, and why were there special rental editions of VHS tapes?
I think I've even seen catalog prices.
I was renting Season 5 of Smallvile on Netflix before I bought it, and those discs even look different from the Netflix discs...kind of implying they might be a special rental version.
If they don't have to use special discs, that could explain how Netflix can actually be profitable!
