Timeframe starts whenever payment was sent. If you paid upfront, that would be when the order was placed.
Was your PayPal payment funded by a credit card? If so, you can try contacting the cc company to see if they'll refund your money.

Edit/Update: I was able to dispute one charge, the Ithnani one - since I estimated a delivery date around September (this is just me guessing from the original product release date). I thought I had a more solid case for Neptune since she was in stock and just flat out never shipped, but the opposite turned out to be true.
The Purple Heart figure that was in stock on January 2nd isn't eligible because we aren't within 180 days of any estimated delivery, so they have to go off the transaction date. I'm getting a credit for one and the merchant will have a chance to respond within 7 days.. Hopefully they don't, seems like they've vanished off the face of the earth anyway.
Half back is better than nothing, so again thanks for the tip. It didn't seem to matter that I used PayPal, which is what I was concerned about.
Update 2: Got a digital letter from my credit card.. It said the merchant has refused to give me a credit and that they don't have to because of the age of the transaction. Lame.
Update 3: The letter mentioned in update 2 was just for one transaction, because the item was in stock at the time of order the delivery estimate wasn't close enough. I got a credit for my other order!
If you have charges to dispute I suggest you tell them the delivery estimate is recent even if the charge is old as it seemed to be the only way to get one of mine successfully disputed.
