It's because it's a sports game, the game was designed as a soccer/football style game where you dribble and shoot. The creator of the game says it's not a fighting game, it's a sports game.

No, the port is very bad, broken in a lot of areas It's been getting better but when it was first released it was really bad Mind you Deadly Premonition on the 360 was my game of the year and one of the best all off time
