I think you're thinking of a steelbook. In this case, it's a slip case which is used to cover a case, the standard edition.
Past Sega/Atlus launch edition release were advertise specifically as steelbook and comes with a plastic slipcase.

The $8 is the prime discount. The $10 is the sale price across all versions. So the PS4 Deluxe version is suppose to $69.99 with the sale price but this is a price mistake where they put the standard version sale price.

If you're sorta of a collector, Bomberman will be the rarer game. It's already sold out online for BB, and Amazon. A lot of countries have sold out on Bomberman and don't know when to expect copies.
The audio is in the cartridge, the only way to access it is to change the entire system's language which subsequently chances all the text to Japanese too.

So it looks like the cartridge will contain dual audio but no ability to change audio/text in game. If you want Japanese audio, you need to change the system language setting which changes everything to Japanese.
