You currently cannot purchase anything on Xbox.com with your balance of funds on hand with microsoft. Can only use credit card or Paypal account. You can purchase with your microsoft balance from your console though. I've done this several times with no problems.

Didn't see that this question was answered. If it was, I'm sorry. I haven't had any problems with redeeming points cards online since the conversion to local currency. I've done it with 2 or 3 cards so far.
