If something inadvertently affects black people more negatively than white people. Is it racist? The effects are still there regardless of intent.
Are there enough jobs for everyone looking? Do those jobs pay a living wage based on the location? We don't even have to talk about those on welfare when those that are able bodied and able minded can't even make a living. Excuse my snark(or not), but like I said before: call me when there isn't a surplus of labor. Unless there is a surplus of jobs, social services will need to be expanded because we can't have people starving on the streets. Some people are ok with that. One person having all the personal responsibility in the world can't magically conjure up a job for everyone that's willing to have one. Until that's solved, most talk about the "moochers" is irrelevant. Starvation is only a great motivator to ensure that crime rates will go up.
Social scientists tend to differ and if you're using the dictionary as an end-all;be-all, please explain why the hell we would even need encyclopedias.

Are you saying that racism does not involve a belief that a race is superior or inferior based solely on their racial genetic makeup? You seem unable to distinguish the reason that I dislike some welfare recipients(who aren't all black) versus the KKK who hate all blacks(who aren't all welfare recipients).
As far as the lack of jobs, so incentivizing the breeding of kids to single mothers is gonna help the labor surplus???? Nobody wants to see people starve, how about that voucher idea? It guarantees nutritious choices, cuts down on black market EBT card abuse, and hopefully leads to healthier kids. And minimum wage does provide a living wage for a single adult. Three kids, no, but who is the idiot having kids while on minimum wage....A perfect role model whose kids will emulate straight into the welfare line.
Did I miss the solutions that you have?
