A2: No guarantees, but xbldb catches price changes for promoted sales at around 6pm Pacific/9pm Eastern before an official start date day. Starting times fluctuate more than ending times.
MSP to Currency Conversion
As of Aug/26/2013: Users' existing Microsoft Points (MSP) converted into local currency "equal to or greater [than]" their current Points balance. Converted MSP will NOT be taxed, only MSP codes added to accounts after Aug/26/2013 may be taxed during checkout (if your state collects online sales tax). Currency gained from converted MSP will expire on Jun/01/2015.
