There has not been any solid news about a PC version or a version for next gen consoles yet, only speculation and rumors.

It's fine to play it without owning a Kinect, plugging in the Kinect just opens up an additional archery mini-game, and it's not really related to the game.
I thought the AI was tolerable, but not great. I'd honestly skip this one if you had the Wii version. I'd rank Blood Stone the highest of the Bond games, personally, but I am kind of partial to new storylines vs. a retelling of a movie storyline.
