It's not a sync issue. It doesn't even turn on long enough to start the sync process. It just flashes twice and turns off as if it's out of batteries.

I don't think it was that they didn't have copies to sell, but rather the copies they did have they payed 38 bucks for and couldn't really flip them. They probably got a good chunk of trade-ins at the new trade-in value of 17.50 to offset the ones that they had a 38 dollar trade-in value on...

Something to keep in mind is that just because they have an item it doesn't mean that they put it up to sell. For example, they sure are taking their time with Gears of War: Judgment. Hell, for 2 dollars more than I traded it in for I can buy a brand new copy from Amazon.

I'm pretty sure TR is fine. You can't count Square Enix being down as a whole as TR being down. TR sold well. I mean, the numbers look good to me. Square Enix just has unrealistic expectations. It's the case of Darksiders 2 all over again where a publisher is expecting it to pull in CoD numbers...

They wouldn't ban you for that though. They'd just reject your trade-in. Have to remember that locking in a trade-in doesn't mean that they will accept it when it gets to them.
