Maybe it depends on the individual user settings? This list shows 428 have completed it, with all 28 achievements. At the top of that list, for me, it says "This list is based on the DLC setting - Include all DLC packs". EDIT: I just changed my settings to DLC off and now it shows 1,082 people...
