I actually can't view the video since I'm at work, but I've been following the news on NeoGAF all morning.
Based on impressions thus far, Vergil and Dante only share 4 moves: Helm Breaker, Killerbee (Vergil's Starfall), Stinger, and Devil Trigger. Everything else is unique. He looks to be more of a combination of Dante and Strider at this point.
Vergil's teleport looks more akin to Strider's or Phoenix's than it is to Wesker's. His teleport will work in relation to his opponent (a tracking teleport), however he will have the option of several positions (in front, behind, away). Unlike Dante, he can teleport in the air. He has an airdash in Devil Trigger, though it is unconfirmed if he has an airdash without it.
His Summon Sword Hyper is a Lvl 1, and it works kind of like Ouroboros without projectiles, and does no chip damage. HOWEVER, it appears that Vergil can spend an additional meter to change the formation of the summon swords, and this WILL do chip damage and WILL gain meter on hit.
People are speculating that his Lvl 3 actually requires you to be in Devil Trigger, essentially making it a Lvl 4 Hyper... but this is not confirmed, though every video featuring him using his Lvl 3 shows him in Devil Trigger form. His Lvl 3 apparently looks like Super Judgment Cut, as in the video below (towards the end):

Of course, all of this is based on impressions, so take it with a grain of salt. We haven't seen much yet. I'm super excited to try him out, but I don't think I can replace Dante.
