I have. I actually beat it on my first play through on hardcore. I found it fun, but difficult at times.
A few tips:
Food is more important then bullets.
Drink from fountains, lakes, and toilets to save money on water bottles.
Turn the difficulty down to very easy.
I'll go ahead and do my little mini review of this game. I played on hardcore mode, and beat the game over the course of a couple months, mostly just playing through the main story line. I didn't have too much trouble until the final boss battle. I had it on normal difficulty the whole game, but the combination of constant VATS freezing glitches, poor weapons that were not suited for the fight, and fighting a million dudes at one time made me die a lot, so I set the difficulty on very easy. I still kept going down because of the VATS freezing crap, but eventually pulled through.
After my first play through, I felt like the game pales in comparison to Fallout 3, which is definitely one of my favorite games. I wanted to start a new game and do all of the side quests, and now I'm enjoying the game a lot more. Exploration is what the Bethesda style games are known for, and I did a lot of that in Fallout 3 and loved it, but just felt like beating New Vegas as quick as possible for some reason. So, I got to Level 15 in 16 hours and completed the main story in hardcore mode, but didn't enjoy it. Now I'm playing it in normal mode and exploring, and I'm having a lot of fun. I've played 10 hours, now at level 10, and I'm just now about to talk to House for the first time, so obviously I'm taking my time a lot more.
I probably still like Fallout 3 more, but this game is great, no doubt. I randomly stumbled into Vault 11 yesterday. I highly recommend finding that place, it has it's own story, and it's really cool discovering the mysteries of it. It's directly west of boulder city and northwest of El Dorado Dry Lake, check it out. And for anyone who has seen it, are there more places that have mysteries and their own stories like that? It's not even an achievement to do everything in there, which is crazy to me. Please recommend anything.
