Insurrection is totally middle of the road for me. I neither like it nor hate it. Easily for me the most pointless of all the movies. (note: pointless is different than stupid, horrible, or torturously awful, a.k.a. Final Frontier, Generations, and Nemesis)
Comparing it to a TV episode is a fair criticism, but the thing for me is that it's not even a particularly good episode. We get a bland love interest for Picard that we know isn't going anywhere, the crew doesn't get to do a whole lot, and the central question of the movie is boring. Should the crew disobey orders and save the planet of innocent people? Duh.
There are so many episodes of the TV series that are far more creative, interesting, ambitious, and momentous. I could probably easily name twenty. Not all of them would necessarily make good movies, but then, neither did Insurrection.
What I find more troubling than the TV nature of the episode is the retread of Generations. Planet filled with innocent people is going to be destroyed by bad guy, and Picard defeats him while crawling on the scaffolding of his evil weapon. Been there, done that.
The nice thing I can say about it is that it's better than Generations (which I loathe) but that's not really much of an accomplishment. The bad thing is that Generations was just a couple of movies before Insurrection. So not only is it not a story worthy of a movie event, but it's a retread of a very recent story. Why was it even made? Why did anyone think people would want to watch it?
Of all the movies, this one seems to have the weakest aspirations. Undiscovered Country wanted to tell a political story. Voyage Home had a strong environmental message to go along with its humor. II and III had strong themes of sacrifice and friendship. Final Frontier, as bad as it was, was about faith and belief. Nemesis, as wretchedly horrible as it was, wanted to be Star Trek II.
Insurrection wants to be a TNG episode we've seen before and we'll see again. Rescuing Aliens of the Week that we'll never see again, a love interest we'll never see again, and an antagonist who is far less interesting than many of the series guest stars. Nobody is really challenged or changed, including the audience.
