Was thinking about this earlier.

Here are the categories I was thinking about....
8-Bit (Sega Master System, NES)
16-Bit (SNES, Genesis, Turbo-Graphx)
Arcade Games (Only way I could think to include these)
Disc Gen 1 (Saturn, Playstation, N64)
Disc Gen 2 (Dreamcast, PS2, Gamecube, Xbox)
Next Gen (360, PS3, Wii)

Here are my picks.

8-Bit: Super Mario Bros
16-bit: Beyond Oasis (with Chrono Trigger being a very, very close 2nd)
Arcade: Street Fighter 2 Turbo
Disc Gen 1: Castlevania: SOTN (FF7 and Mario 64 very close 2nd)
Disc Gen 2: Resident Evil 4
Next Gen: Call of Duty 4

I passed on "Arcade" because that is WAY too broad - it is like saying "Home Consoles" and expecting you to pick one game.

That's what I was thinking at first too, but I'd be surprised that there are more arcade titles than second disc gen, so it isn't really that broad.

4th Gen Console: Yoshi's Island (Ya, I liked it more than SMW)
Arcade: Time Crisis 2 (Honestly didn't play many other ARC games)

4th Gen Handheld: Pokemon Blue
5th Gen Handheld: Pokemon Crystal
6th Gen Handheld: Golden Sun
7th Gen Handheld: Kingdom Hearts: Birth By Sleep
8th Gen Handheld(up 'till now) : Nothing. I have a 3DS but haven't played a 3DS game yet.

It's not about the amount of titles for me - it's about the technology inside. Street Fighter III: Third Strike is one of the best arcade games ever but you just can't compare it to something like Donkey Kong. Also, KLOV lists almost 5,000 arcade cabinets from the early 70s through today (which has to be a lot more than the amount available for any one generation of consoles). It's just impossible for me to pick one game.

The PS2 by itself has 2000+ games, so I doubt that.

There have DEFINITELY been more arcade games than PS2 / GC / Xbox games.

4074 (according to Mobygames), so maybe 20% less than arcade games... Still, a lot closer than you'd think.
