They are probably against bots becasue they take a long time to program for them to be halfway decent. That programming probably takes up valuble space on the disc and they also realize that players can have such a better time on XBL than with playing with bots.

Maybe in high ranked team Slayer (like level 38 or above) but there is nothing saying that the guy can't play unranked, where everyone sucks.
