I can see why that might be frustrating to you, but think about it in terms of the fact that if someone is good at lone wolves, it doesn't necessarily mean they will be as good at Team Slayer, or an objective oriented playlist (as the fundamental skills learned in Lone Wolves are entirely different then those necessary in a playlist that requires team work.)
Now, is the system perfect? No, not really, since the level 45 in lone wolves will at least have a better grasp on the game as a whole than a level 1 but the TrueSkill rank won't stay at the level 1 level for long, and if the level 45 player is winning all his matches, then it shouldn't be a problem for him to level up.
Personally, my favorite ranking system was that of Halo 2, in which you could see your number, and then you could also see your EXP bar online to see about how much more exp you needed to rank up in that particular playlist.
I also liked Halo 3's ranking system in the first 6 months of the games release since ranks were somewhat volatile, however with the trueskill system in Halo 3, the more you played, the less your rank moved. Essentially, anyone who played for more than a year was ranked locked! This caused a whole mess of new accounts and deleveling, which really became a burden on the game. So although Arena is far from a perfect solution, it does make some critical advances. However, I still don't understand why we couldn't have had BOTH ranking systems in different playlists, and every once in a while reset the number ranks, just like they would do in Halo 2.
