No, you can copy both. They're actually two seperate save files under data management: Under "save files", you are correct, are about 1-4 blocks (I think Mario 64 was 3 for me).
But if you go under "channels", you can save the entire files over to your SD card. I copied Mario 64, Gunstar Heroes, Sonic and the Internet Channel over to my SD Card, and it took the same amount of space on that.
That being said, you can't play the game from your SD Card, nor can you transfer it to another Wii... so basically, it's just a backup if your harddrive gets full of content and you have to switch around stuff.
