The $115 or so one is the original box set of Evangelion. This one uses the DVDs as they were released in the late 90's or so, so it's more or less ADV Film's original release of the title. Some minor problems include some subtitle reading issues on the first disc but, otherwise, everything else is fine. The video quality is equivalent to the episodes you are (or could be) watching on Adult Swim on Thursdays or on Saturdays. If you want a good look at the overall video quality, take a gander at an episode. It's a fairly good estimate.
The $85 boxset is of the Platinum version of Evangelion. The major difference is a HUGE step up in video quality (night and day, really) and audio quality. It's well worth the additional detail in video and audio, really. The only downfall is that this is a Thinpak collection. That means that rather than your standard DVD cases such as Amray and so forth (just think of your typical DVD case as far as size and layout is concerned) the set uses Thinpak DVD cases, which are 1/2 as thick (saves a great deal on shelf space!). Also, sets of anime released in Thinpak collections such as this are usually missing the extras found in the original DVDs (ie: character profiles, extra footage, art galleries, outtakes, etc.) but, honestly, unless you are a die-hard fan of a series or there are additions that really do make a difference (say the director's/actor's track for Petshop of Horrors, the extra interviews and music videos for Vision of Escaflowne, etc.), you aren't missing much.

$115 Neon Genesis Evangelion Perfect Collection: Original set of 8 DVDs, all 26 episodes as they were released on DVD in the late 90's. Moderate video quality, decent audio quality, contains all extras (as little as there actually are).
$85 Neon Genesis Evangelion Platinum Thinpak Collection: Set of 7 DVDs based off of recent re-release of series with greatly improved video quality (cleaned up, brighter/stronger colors, little jumping, etc.) and excellent audio quality. Contains no extras, but you aren't missing much.
