Oh duh, returns, I'm an idiot.So you have a splt system with the air handler in the basement. You have 15 vents that air flows out of; how many vents (returns) that suck air in? Hopefully you have one on each level; especially on the top level. If not, that may be part of why your air flow is so poor. When was the last time you changed your filter(s)?
I have no doubts that your furnace works just fine keeping your house warm; after all warm air rises, so even with poor air flow the warm air will gradually make it to the top floor. How an A/C system works is sound engineering, but the actual concept of an A/C system, using cold air to cool a warm house, flies in the face of the the first two laws of thermodynamics; which is why A/C systems cost so much and use so much energy. A poorly designed/installed duct system could be your problem; especially based off of your 'lighter' test.

I check my filter regularly and it is almost never even the least bit dirty...
