let me see if i can clarify it any better... i might make it more confusing.
a "smash" is flicking the stick in a direction as fast as possible. you can do it from neutral or from walking. you do a smash attack by pressing the A button immediately afterward. in terms of notation, a smash attack forward is an Fsmash, upward is Usmash, etc. i personally like to use the c-stick to smash... it's more accurate and you don't waste any frames charging.
to do a dash, smash in any horizontal direction and return it to neutral.
to run, smash in any direction and hold it. anytime you press A during a dash or a run, you'll do a running attack.
the "walking" attack that the crotch refers to is more commonly known as a "tilt" attack. tilt the stick slightly in a direction and attack. so an upward tilt would be known as a Utilt, forward tilt being Ftilt, etc.
