I also played fallout 3 on the ps3 for 100+ hrs and never hit a problem (other than freezing). I guess it was just random.
 
Had a moment of nostalgia. Went to check on an old game I used to play years ago (cybernations) and found out that a CAG is actually a council member of the one alliance I used to be a part of. (and was a council member of as well).
