The reason giftcards have to be activated is because they have to confirm that there's money on the card or that you're putting money on the card, and it has to be told so in the system. The XBox Live cards come pre-paid and "pre-activated". All you have to do is buy them. There's nothing to activate at all.

ed, because when I sell them at work, I look them up manually. I never scan anything at all. No one's ever said they didn't work. I've sold 1600, 4000 point cards (sold one to myself without scanning it), 1 month, 3 month and 12 month cards. Never scan anything. They all work fine.
