A2: No guarantees, but xbldb catches price changes for promoted sales at around 6pm Pacific/9pm Eastern before an official start date day. Starting times fluctuate more than ending times.
MSP to Currency Conversion
As of Aug/26/2013: Users' existing Microsoft Points (MSP) converted into local currency "equal to or greater [than]" their current Points balance. Converted MSP will NOT be taxed, only MSP codes added to accounts after Aug/26/2013 may be taxed during checkout (if your state collects online sales tax). Currency gained from converted MSP will expire on Jun/01/2015.

do they only list the % off? Forcing us to go online to look up the current prices and then do math afterwards...like wtf. List the % off, then list the sale prices ffs. It's not that hard; Microsoft folks already have access to their own database of prices. How many times can I use the f word for this.
