The sad part is that it's the suburban white folks who are empowering the black folks to think they are the shit. It's a perfect circle of hell.
You're going to catch a
lot of shit for that sentiment...but you're largely spot-on. A lot of the inevitably 'indignant' types know you're right, too, and probably secretly agree. (
EDIT II: I want to clarify that it's the hip-hop thug/ghetto superstar mentality that the "Pretty Fly For a White Guy" suburbanites are "empowering", not "black folks". That's too general, but I know what you meant...I hope.)
The problem with online 'communities' is that the negative element tends to strengthen itself by driving away everyone else, whether it's boorish behavior or the savant-like...or both*. A game comes out, most people are too civilized/diversified to be an anonymous asshole/play eight hours a day, so they just say "

it." Many just don't bother in the first place. Later, unsuspecting types wander into the broadband Warg pit, have an even
worse experience than those that were there on Day One for a given game, and the concentration of those driving people off increases. Sooner than later, a given game then becomes essentially unplayable to anyone with any need for a pleasant experience.
I don't think Microsoft or Sony are ever going to do anything legitimate to minimize the influence of the riff-raff. I get the distinct impression, actually, that Microsoft in particular actually
centers their marketing for Live around the trashtalk element. (
EDIT: And if you've been paying any attention, they've been doing that from the beginnning.) And if they banned the assholes, there goes millions of dollars in yearly revenue, and believe me, that wouldn't be recouped with more people coming (back) to Live. The stigma is out there. The damage is done, and irreversible.
