I went to return a ps2 to goodwill that was broken, only to find out that they no longer accept returns. They only do exchanges within 7 days now. I can rarely find any good deals there as it is, and no one ever mentioned it whenever I did buy something.
You have to go to your seller dashboard, and for the "cases closed without seller resolution" criteria you are either at top rated level (below 0.3%) or below standard level (above 0.3%).

If you're selling a game that doesn't work, make sure to put broken or defective in the title because buyers don't always think as-is means broken. I have had the same issue before, and eBay sided in my favor(I believe) since I said it didn't work in the description.
