Except they didn't last year, and I wouldn't hold your breath for this year. $35 MAYBE, but still unlikely. With it being reuqired for PS4 online they are milking it heavy.

Not quite true. Sony freely allows you to DL stuff even if you have the console. I've been DLing PS4 PS+ games since it was released, so I could buy a console right now and have quite a number of games already.
Of course this provides one has PS+ already.
Oddly enough, mine was Audio-Surf when it came out (apparently around February 11, 2008). Yet up until a few months ago I had maybe ~60-70 games -- now I have 346 which is sitll nothing compared to some of you granted....

I think what the OP is getting at is that the retail is release is a code to download the game, rather than being on a disc (though it might still come with a disc), as well as hybrids where a collection has both games on disc as well as codes (like the AC example he gave, some of the God of War...
