To drain it....tap the water and drag the stylus up- same way as you do when you're sucking stuff into the syringe for injections. When you drop it- tap it (the meter will stay up) and then push the water down.

Such an underrated game. Graphics kinda sucked, but the story put most of the other PS1 rpgs to shame.
