I have seen the reports of people asking before/during about the dogs and the high police presence and they were stating it was a training exercise and mentioning of loudspeaker announcements before the race but not during the race. The InfoWars ilk have been stating it was over the loudspeaker moments before the explosion. It's that runner's speculation that there was a threat called in and that's why there was such a high presence. They could also have been there as a precaution as it's a high profile, international event and they were stating it was a training exercise to explain the high police presence as not to alarm people unnecessarily. That's also speculation.
Well, regardless of whether or not the conspiracy theories are true or if the speculation you speak of should be disregarded or not, this incident is bound to generate some sort of debate or implementation. I'd guess the theorists might suspect the broadening of the TSA or whatnot and claim who's behind it. But "whodunit" doesn't really matter if the predicted end results come true. Just look at what happened after the Oklahoma City bombing (AEDPA 1996), 9/11 (DHS/TSA, Patriot Act, NDAA) and the Sandy Hook incident (SAFE Act, ongoing gun ban proposals, etc.). No doubt, there are plenty of theories surrounding each one of these events but we can't deny that our civil liberties were effected/threatened by them one way or another.
