The PS2 maintained backwards compatibility by including the PSOne core processor as an I/O processor. It wasn't a big issue, since there were no licensing royalties and the hardware was cheap enough to include by then. Even by including the original processor, there are PSOne games that won't play as designed in a PS2, though they are few and far between.
Graphics hardware has made leaps and bounds during the 4 or so product cycles that have passed since the Xbox was released, so it is likely that developers would have had to learn as much with the new nVidia chips as they would have with ATI. Programming for multiple cores and hardware threads on the CPU and GPU will be a big enough challenge for developers. We won't likely see games that fully utilize the power of the hardware for years to come.
