There's an overworld, there are "dungeons" and places to go, and that's about as far as the comparison goes. Plenty of gameplay elements in one that aren't in the other and vice versa. There are things that are deeper about BG+E and things that are deeper in Zelda. So basically, people who are saying BG+E is like Zelda should...try playing through BG+E to see what its actually like.

I can see that, but I played through and completed BG&E and it just felt like a poor mans Zelda game to me. Or to be more general, just a mediocre action adventure game.
Probably because it just lacked the elements of Zelda that I like in my action adventure games (several dungeons, good puzzles, lots of items/weapons to use, a bigger world to explore etc. etc.) and added stuff that I don't like in games (stealth, picture taking, repetitive combat with the same few enemies made worse by only having 2 weapons, only 10-12 hours etc etc.).
Okami is definitely closer to Zelda, and is a game I enjoyed much more because of it as it offered what I'm looking for in action adventure games. Large world, good puzzles, lots of spells, different weapons etc. etc.
