No, each plastic minfig bag is enclosed in a small hard plastic see through case, kind of like a thick baseball card box....yeah, I can't believe they took the time to put each of these minifigs in their own plastic case. Should have taken a picture.....but I don't think Lego did this...I think this was just Toysrus doing it.
Btw, husband was traveling for work in Asia, and bought some legos in Korea...mostly small sets. But each of these sets were fat, and heavy....opened them up, and there were extra freebies in there. Some had generic lego containers, but we also got the SW speeder set, and other Lego City polybags....never had that happen before. I think out of 12 sets he bought, 9 had extra freebies.
Has anyone else come across this?
