I don't see any evidence that she disliked him. The way I read the story as the OP relates it, he gave a poor speech consisting of the ten seconds it took to say what he quotes in the OP, did not use his voice to properly convince people, did not create logical and constructive arguments to persuade the class that what he was doing was the best/most rational choice, and did not use proper body language while speaking.
Let's be clear: "public speaking" is more than talking, any way you want, about anything you want, in front of people you don't know, so drop the bullshit sympathy for the OP that that's all he has to do to get an "A."
Moreover, if you don't get a second chance, well, tough shit. Check the syllabus: if it says she offers extra credit opportunities, then I'd mention that to her. If it doesn't say anything, or if it says something along the lines of "I do not offer extra credit," well, what are you shocked by? She told you this quite some time ago, and chances are you didn't read the syllabus, so whose fault is that? The "bitch's"? Or the lazy bastard who doesn't know how to read the syllabus, didn't feel like leaving his personal life at home when it comes to in-class participation, and didn't apply anything they learned in class to their in-class work?
