See, they should, but seeing how ridiculously swamped they are because of how shitty their system is and how there's a constant flood of tickets coming in over missing rewards, they can't.
Awhile ago, when I thought they were finally ironing out the constant problems (which they have somewhat, but not really), I hazarded a guess that they'd focus more on investigating and punishing SAM users. Fast forward awhile, and they're still having rewards problems all over the place (hell, just look at all the comments on every blog post full of people complaining about not getting credits). That said, their system is probably working a little bit better, so they're actually capable of looking at obvious shit like people getting achievements, yet not prerequisite achievements that they would have gotten beforehand. They don't have the manpower and time to hunt these offenders down yet, but when someone was reported for doing so, and then that someone put a ticket in (which probably makes them look at your account every time, or just brought Brut higher up the priority list to look at), then they're going to look closer and ban if the evidence is damning enough.
Moral of the story: Don't file a support ticket if you're a pierat.

I'd imagine they didn't ban simply over the report.
